Alright, so I'm trying to get my computer set up to host a server. I have the server software running, and can connect to it with my internal IP just fine. However, when trying to access it with my extrnal IP, I can't connect.
In the past, I've set up MC servers that worked on other computers on other networks, but right now I can't seem to get it to work. I followed portforward.com's instructions for port forwarding, and yet canyouseeme.org times out when trying to connect.
So I thought, maybe its my antivirus blocking it. I use Avast, so I disabled its shields and tried again, with no luck. Next I tired disabling my router's built in security, and that also had no effect. I also tried hosting it (and switching the port forwarding) on a different computer on my network. I have an untampered with properties file with the ip left blank, and the port on the default 25565.
At this point, I've run out of ideas to try. My last guess is that my ISP is blocking it, but I don't know how to check that. I would appreciate some help troubleshooting this.

Win 7 Professional
Avast Antivirus
Cisco M10 Router
ISP: coho.net
Some routers won't allow you to connect via your external IP if you are inside the network. Give the IP to a friend and have them check to see if they can connect
Also, make sure the server is running when you are using the port checker tool

I'll try this, however it seems to me that using canyouseeme.org would test the same thing. I could be wrong though.
Also, I've been doing some reading about my internet service; it sounds like theres a firewall build into the modem as well, which I have no access to. I'm starting to think that might be my problem.
I appreciate the link, but I've been reading through help sections and guides for a few days now trying to figure this out. I've tried all of the typical issues (firewalls, port forwarding, etc), but haven't been able to resolve my issue.

Yes, the connection times out. It still does so when I turn off my personal firewall and the firewall on the router.
Perhaps disabling Avast's shields is not enough to allow things through, but I don't see anything else to turn off on it (I'm new to the program).
My port forward has the correct internal IP entered, which I know because it is the same internal IP I can use to connect to the server.
Would it help if I take some screenshots of my settings?

Windows Firewall maybe? It can be a pain.
Could you post a screen shot of your router's port forwarding (or whatever jargon they know it by) page? Along with the dialog box:
Network Button (in the bottom right tray, normally shows a wireless symbol or something) >
Open networking and sharing center > (Under "view your active networks" find your network and look to the right for the "connection:" tag. Click on the link following it, which should describe the connection) >

Take a screenshot of the box that appears.
Canyouseeme.com should be used to check ports (while the server is running), visiting the external IP of the router locally normally acts the same as if you visited the local IP (ie it will not route though to your server).

Ok, update! I contacted my ISP, and they unblocked the port in the modem's firewall. Now canyouseeme comes back positive, and says 25565 is not blocked. So thats one problem solved.
I still can't connect with the external IP, so now I'm on to checking my personal firewall again.
