I am trying to make a superflat world on my multiplayer server. How can I do this without downloading anything? I already have bukkit but would prefer to use the normal one. Thanks. Try to include as much detail as possible and put a screenshot if possible. Thanks
In the server.properties file, there should be a line that says "level type" like so:
#Minecraft server properties
#Thu Mar 22 16:21:37 PDT 2012
allow-nether=true
level-name=world
enable-query=false
allow-flight=false
server-port=25565 level-type=DEFAULT-------------If you want flat, set to FLAT.
enable-rcon=false
level-seed=
server-ip=
max-build-height=256
spawn-npcs=true
white-list=false
spawn-animals=true
online-mode=true
pvp=true
difficulty=1
gamemode=0
max-players=20
spawn-monsters=true
generate-structures=true
view-distance=10
motd=A Minecraft Server
Then, if you have already generated a regular world, delete the "world" folder. When the server restarts it will generate a new, flat world.
Hope this helps!
Personally, I use Multiverse and i can mae a Flatworld on a Command, but since you do not want to download then you must change the level type in the server.properties.
If you want multiple worlds though, i do recommend MultiVerse. Great Plugin.

I tried this, but the server keeps crashing. Here's the crash report:
Your server has run out of memory. Creating a new map takes lots of RAM. Try deleting the current map and anything else you arent using. If you run a server form a home computer try dedicating a little more memory to it when generating the new flat map.
Multiverse is a good plugin to have, it's great if you want multiple worlds. I'll generate you a FLAT world, if you type this command: "/mv create <world name> NORMAL -t". This will start the generation of the FLAT world. This is an alternative to editing the 'Servers.Properties'.
This will only generate a normal world. Nothing flat about it at all. The command that you should use for multi-verse is : /mv create <world name> NORMAL -t FLAT
Yes, I did want to start my server off with a superflat world. My friends and I will be working on it. I'm trying one thing and will let you know if it works or not.
Ok, I've done the part with my multiplayer server and it works. But the flat world only goes down 5 blocks before it hits bedrock. How can I make it go deeper?

You need to go to a supeflat preset generator (that's the easiest way) and make the grass block at 1 and as many dirt blocks as you want, and preferably four bedrocks. Go to this one: http://www.minecraft101.net/superflat/# <--- That's the one I used

I would like to make multiple worlds that are like this:
level-type=FLAT
generator-settings=63x7,1x43
Through multiverse. Please Help
level-type=FLAT
If you already had a map before that, shut your server down and delete the old map. Start the server, new flat world in play.
This will only generate a normal world. Nothing flat about it at all. The command that you should use for multi-verse is : /mv create <world name> NORMAL -t FLAT
