Previous to the creation of my government system of my Xbox One world, my system was: new, citizen, moderator, and owner. With the creation of my government (to make my city world more realistic and managed), my system is: citizen, trusted, region representative, world admin (admin and moderator terms run concurrently in my world), world directors, and world governor.
I would suggest not having Citizen+, Trusted, Moderator, Semi-Admin, Admin, and Owner because it might confuse people with staff (Moderator, Admin, etc.) but instead Gentleman/Lady to replace Citizen+, Knight to replace Trusted, Paladin to replace Moderator, Commander to replace Semi-Admin, Warlock to replace Admin, and King/Queen to replace Owner. I would also recommend to replace Member with Peasent and New with Slave. Idk if your server has a theme, but these would be interesting medieval themes.
Gets fancy warps, tags, forums tag, discord tag, kits, particals and more. Add what you feel is good for a high roller donator.
Knight:
Pvp and faction kits, name tag for Forums, discord in game, particals pets and other stuff
Guardian:
same as above ^ but add more perks to make it unique
Overlord:
Again ^ add more perks
Staff ranks:
Support:
A sub team of moderators who take suggestions, help with more advanced stuff then just helpers
Helpers:
First staff rank. Gets /jail, /kick, /tempmute,/fly, /warps and all member permissions. Basic staff group not meant to moderate, just help new people and take reports
Mod in training (MIT):
A trial/training rank that transitions someone to a moderator team. Mostly the same permissions as above but has /freeze, /cps, /v, /fly and maybe /tempban if you feel risky. Are also being monitored but moderator mentors who teach them, and report their progress to admins. "I would give them tempban"
Moderators:
An elite taskforce of server police who punish rule breakers take reports, suggestions, accept/deny ban appeals, and can be part of the sub group Support or (MIT) mentoring. Have above commands plus other moderating commands and /ban. This is the rank when you can earn staff of the month (SOTM)
Sr.Mods:
This special team of moderators manage discord and forums "to a degree" are head of (MIT) mentoring, and really keep the server running. They dont have any more commands but have more responsibility.
After Sr.Mod there are 2 paths. Administration (high demand) or management and high staff (less demand)
Path 1
Admin in training (AIT):
This rank is a transition form simple moderator actions to the challenging administrator life. This trial rank is very hard and puts you to the test seeing if you can handle a server by yourself, or if you can deal with a ddoser. If you fail this 3 week trial rank you wont be fired just demoted to the second path, head staff.
Administrators:
This extremely high demand rank required you to be head of staff, forums, discord and support team. You also have to manage events, server issues and keep the server online and problem free. You will also have to do a lot of paperwork and application recording incase of fraud or malicious threat. Permissions /blacklist
Path 2
Head staff:
A lighter demand staff rank much like Sr.Mod. You do manage something but not a lot. You have access to /blacklist
All the managers:
There are staff managers, discord managers, and forums managers. They do what you think. Manage their section. Same perms as head staff
Administrative manager:
Huge Huge Huge deal. Like the co owner. Your the highest staff. You overwatch every thing.

but you will need donator ranks
Many ranks are good as long as there's a PURPOSE for each rank. I have seen servers throw out ranks for no reason and it's not worth it.

Builder- A couple people on the build team
Head-Builder- Around 3 people in charge of build team
Moderator- Around 5 players Moderating the server
Head-Mod- A few people in charge of the moderators
Admin- Help run the server. (have access to a lot)
Head-Admin- Help everyone, including owners, and have access to everything
Co-Owner- 2 people supervising the server while owning the server (might be paying for the server)
Owner - 1-3 people that are incharge of the server website, pay, and everything.
