The modifyworld.jar simply creates a perm that you use to give people the right to build. If it's uninstalled then you need the build: true and build: false (I believe this to be true, I haven't tinkered with it enough)
As far as a yaml with the working perms (for default), I did one in your thread before, with modifyworld installed it should look like this:

It can be used to disable a group building, like the build false and true, and can be used to decide what blocks they can destroy, place, and what they can even hold and pickup. It is a very powerful control addon with PEX and is not to be taken lightly. The build: false and build: true are not used with PEX, however, an effect like that is done thru Modifyworld.

While I'm not sure what you mean by your question, should you wish to give the default group such abilities, then you can give them only the chat permissions with modifyworld, and then give your normal (or member) group the full permissions, like so:
i need you to get on skype for this one but, i have my server up to me but not to other people? please help me with this im not sure what ip to give them. Thanks

Well, you could try using Otherdrops ( http://dev.bukkit.or...mods/otherdrops ) and disabling that drop from blazes.
