How do i give a non-op permissions/commands? The permissions dont work unless the player is opped. How do i let non-ops be able to use commands? (/kick /ban ect.)

I want to let players choose there Element (My server is a TLA server). So when I use /cmds 1 /manuadd @p [Element] .
When I test it is doesn't work.
Can you help me too?
