The problem is that the Ender Crystal is an entity rather than a block, therefore the traditional spawning techniques of a block don't work (it would be like trying to spawn in an already thrown Ender Pearl, for example; something that is already doing something once it appears in the world).
I think there's a plugin for Bukkit already, but most SP methods don't work right now (though I haven't checked out MCEdit - but isn't that not updated for 1.0.0 yet? - so that could work). You can't even create an Ender Crystal within SinglePlayerCommands yet...

I posted this in a different thread and 200 isnt the item id it is a network number, this is because that crystal is an entity. What you can do to spawn it is go on a server and type /give <player name> 52:200. 52 is a monster crystal and 200 is the damage value for the monster spawner, meaning it will spawn that instead of pigs. This also works with other things too.
I'm not sure about doing it ingame in SMP, but I think you can with MCEdit. You can probably import a schematic for it, then paste it where you want. You could try asking Vechs, as he has/had a ton of them in his test world.

I'm sure you can just go to the end dimension on a server with bukkit, and then install and use worldedit to copy/paste it. I haven't tried so I don't know...

With 1.1.0 spawner eggs, you kinda can.
/give [username] 232 (spawner egg) 1 200 (endercrystal entity ID).
Then it makes a crystal.
