Okay, in my research on your post, when starting the batch file the cmd prompt goes away immediately? If so, then follow these steps.
I know I've partially already explained this but, this might work and might as well try it
Now make a text file that has this in it:
@echo off
"%ProgramFiles(x86)%\Java\jre6\bin\java.exe" -Xms1024M -Xmx1024M -jar minecraft_server.jar gui
pause
Now, save it just in case.
After that save as a .bat file by naming it anything ending with .bat (preferably Test 001.bat)and saving as a "All Files"
This will make it so you're text into a batch file. Now run the batch file you've just created. Hopefully this worked.

Okay, when making the txt folder for the RAM make sure it's specified for x64 bit or x32 bit.
This is the one for 64 bit
C:\Program Files\Java\jre6\bin\javaw.exe" -Xmx1024M -Xms1024M -jar minecraft_server.exe
This is the one for 32 bit
C:\Program Files (x86)\Java\jre6\bin\javaw.exe" -Xmx1024M -Xms1024M -jar minecraft_server.exe
Everyone that want's to join a 1.7.3 server have to be on 1.7.3 same thing applies to 1.8 servers.
If you wanna play on a 1.8 server download the newest minecraft_server.jar and run it on your server.

Also check if your machine is 32 bit or 64 bit.
We have the same version of minecraft. We both decided to just play 1.7.3 with still no success. I'm 64 bit.

Paste what I gave you
Now save as Test001.bat using save as all files.
