i am not sure but he may have a dynamic IP address and your server is rejecting him due to this. perhaps have him run the command prompt and then type in /ipconfig. see if anything of value is there. next have him do some research on him changing his IP. its not that hard. also make him unportforward why did he do that if he isn't hosting? ok then if none of that works have him host a basic server and then try to connect. if you can connect then i have no damn idea. if you cant... ya idk man. if none of that leads you to anything, what type of router does he have?

Ok so I've searched all over for this. And haven't found anything exactly like the issue I'm having.
So I host a server. I have a headless computer that I built from spare parts and hardwired it to my network for optimal speeds. I managed to get everything set up for internal and external connections to connect and play. I have a theoretical limit of 9 players online based on computer specs and internet speed. So once I got our little community informed of the new server location (was hosted elsewhere) I managed to get everyone to attempt to connect once for testing external connections.
Everyone has been able to successfully connect and play without any lag (only had 4 people on at once however) and I am able to connect internally while others are connected, with no problems.
However, one person hasn't been able to connect. He tells me it always says "took too long to log in". It doesn't matter how many people are on; 0 or 4. Doesn't matter if I'm connected internally or not. He just can't make a connection. He claims he has tried everything to remedy this and thus blames me for him not being able to connect when literally 13 other people have been able to connect independently of one another and jointly.
Is this a problem on my end, or his? And if it's his, what can I suggest he do to fix this?
I assure you all necessary ports are forwarded, and the computer accepts external connections just fine. All of them except for his.

if he completely opens up his firewalls then he will get raped by virus's, hackers, and all kinds of internet scaries. they are there for a reason. dont just open them up. the correct path would be for him to open his firewalls to the minecraft.server.jar or whatever server jar file you are using (like the bukkitsnapshot.jar thing). also he could open his firewalls to your computer. you need to tell him your computers network name.
controlpanel>networkandinternet>networkandsharingcenter then there should be a little map of your local network and your comps network name. for me it is my computer's name.

So he has Ping'd me, and ran tracert. Both of which have been successful. Is it possible that when he tries to connect to the server, the port isn't redirecting him to that specific machine on my network? I have an SMC router (SMCWBR14-N4). Is it possible the I could add a specific "If X.X.X.X tries to connect, send him to X.X.X.X on the network"? Maybe it's a conflict between his network hardware and mine? We had a total of 8 players online last night (with no lag! yay!) so that confirms that everyone of the now 18 players on my server can connect, except for him.
I don't know whether it's the same in your friend's case but I know that in my case it is definately THE SERVER'S FAULT. I had a friend attempt to log in from his computer using my profile and he could not log in.

I tried to explain that now 17 of 18 people can connect. And I've had as many as 8 people online at once (with no lag or errors in server operation). The theoretical limit based on computer and bandwidth, is 11 users.

My kneejerk reaction is to say, no that's not possible. You see, his network hardware never even sees yours. His equipment talks to his ISP, which talks to someone else, eventually winding its way along to your equipment.
But, there are some very odd scenarios where an oddly configured network stack can have problems communicating. From rusty memory of years ago, this is usually MTU-related.
What operating system is your friend running? I've only ever heard of problems like this with Linux or other Unix-y OS, because they are very configurable. Windows is really unlikely to have troubles like this.
If I were in your position, I would probably set up Wireshark (or another network packet sniffer) and see if I can find any sign of him actually making it inside your network. It's a PITA to use though, with a steep learning curve if you're not used to network protocol.

Otherwise it's XP and Vista for a couple people.
When he ran tracert, it completed with 13 hops (he lives less than 10 miles away) and he has Verizon FIOS and I have Comcast. My other users connect through FIOS, Comcast, Qwest, and CenturyLink. So Like you said, this is all just very strange. I'm to the point that asking him to reinstall his OS is the next likely test. Otherwise he needs to reset his network to defaults. Also yes I verified that the white-list isn't in use atm, banned-ips and banned-players are both empty. My network has no banned ip's either. He hasn't been able to check if his network somehow banned me (but this issue occurred after the 1.5 update when the server was at a different players' house. Ever since then he hasn't been able to connect, and even with the server relocation, he still can't connect. What's driving me mad is that I'm sure I can fix it if he lets me go into his network and test some things. But he can't get in right now either so that's not possible. Do you know any public servers that don't need his name to white-listed that he could try?

Just to reiterate; This isn't a problem with his account. It has been confirmed that he can log in from a different location with his normal account.

Check to see if he can connect to a diffrent server. If he can't connect, then there must be something on his firewall blocking minecraft from connecting to the internet. If he can connect, then im dumbfounded. The only thing can possibly think of if this is the case, is if there is something blocking the connection. And this could be the case, since it did take 13 hops, and you said it was only 15 miles from you. So this very well could be the case.

Ok so new development. I switched the server back to default port. I just wanted to make sure it wasn't me. Well, it turns out when it goes to the default port; he can connect! And everyone else can still too. I'm pretty sure it still isn't an issue on my end, because everyone else could still connect when on the non-default port. Any ideas why his network refused the port we wanted to play on?
And I doubt he will give it out anyways

The thing is, _everyone_ else gets directed properly. This means the router is properly directing packets.
If you had a firewall instead of a router, the opposite would be possible (don't accept any packets from n.n.n.n IP).
