Ok so I've searched all over for this. And haven't found anything exactly like the issue I'm having.
So I host a server. I have a headless computer that I built from spare parts and hardwired it to my network for optimal speeds. I managed to get everything set up for internal and external connections to connect and play. I have a theoretical limit of 9 players online based on computer specs and internet speed. So once I got our little community informed of the new server location (was hosted elsewhere) I managed to get everyone to attempt to connect once for testing external connections.
Everyone has been able to successfully connect and play without any lag (only had 4 people on at once however) and I am able to connect internally while others are connected, with no problems.
However, one person hasn't been able to connect. He tells me it always says "took too long to log in". It doesn't matter how many people are on; 0 or 4. Doesn't matter if I'm connected internally or not. He just can't make a connection. He claims he has tried everything to remedy this and thus blames me for him not being able to connect when literally 13 other people have been able to connect independently of one another and jointly.
Is this a problem on my end, or his? And if it's his, what can I suggest he do to fix this?

It is VERY likely that the problem is on his end. But it's hard to help unless there are more details. For example his operating system.
Tell him to close and reopen his Minecraft client.

Well, it has been 2 months since he was last able to connect. And he has basically been spamming the server trying to connect. Almost day in and day out for 2 months straight. The weird thing is, before the server was moved to my house, our previous server location which was a different IP and a different ISP, he had the same problem. He was the ONLY one who couldn't connect.
Oh and of course he has closed and re-opened his client. He has reinstalled Minecraft, removed all mods, and claims to have forwarded the right ports in his router. He is running Windows 7. Server is running Windows 7 too. Other members are running a variety of everything from Linux, to XP, to Vista, to OSX. What other information do you need that I can provide? I just can't see how it is the servers' fault when everything is green and everyone except him can connect.

Can he play on other servers? I really can't think of anything other than he might be a banned IP/username or not on the whitelist.

We don't currently use white-list, and there is no banned IP entries. And sorry i didn't read it correctly. Anyways I'm not sure if he can because I don't think he has anywhere else to play on. I'll attempt to get him in a chat, but he is really pissed off at Minecraft and me for him not being able to connect so I haven't been able to open a dialog with him recently.
removed java and minecraft and reinstalled them
checked firewall settings properly
forwarded ports (though he doesnt need to he still did)
setup a static ip network
what else could he do to fix this? what could i do to help?
Just for giggles, he could try tracing the route to your computer. This will show if it's exceptionally slow or broken. If that's the case, I have no excellent suggestions for a remedy though. Spend a while on hold with his ISP is about all there is.
1) Open command window, like with Windows+R, cmd.
2) Type tracert <your ip address>
It will show every hop it takes to get from him to you.
If the person is in your house, then use the internal IP. I hope that helped. (Probably not.)

Ok I had him run it and it showed 13 hops but it got to me. Said it completed too. What could it possibly be!!?

Tell him to unforward his ports - reset all the port settings.
Also try turn off his firewall and try then.

I don't see why you are worried about this... This is without a doubt, on his end... You are EXACTLY right... it's all on his head, he can scapegoat you all he wants, but it's his **** that is failing...
You need to tell him to pull his head out his ass and understand that if everyone is able to connect save for him, it's him.
Maybe suggest he plug his computer directly into his modem in the event that something with his router is preventing the connection from occurring in a timely fashion.
I don't see why you are worried about this... This is without a doubt, on his end... You are EXACTLY right... it's all on his head, he can scapegoat you all he wants, but it's his **** that is failing...

I understand. But as a admin for a small community of real people that I know, I feel I must do everything I can to help him. Even if he's stonewalling me. I made the suggestion to bypass the router so we shall see how that goes.
Ok so some new info; He can't physically connect to the modem because he doesn't have enough ethernet cable for that nor is he able to move the computer closer.
And he has concluded that it's a problem with his network because both his desktop on a wired connection and his laptop on a wifi connection can't connect. (his laptop doesn't have an ethernet port that works).
i am not sure but he may have a dynamic IP address and your server is rejecting him due to this. perhaps have him run the command prompt and then type in /ipconfig. see if anything of value is there. next have him do some research on him changing his IP. its not that hard. also make him unportforward why did he do that if he isn't hosting? ok then if none of that works have him host a basic server and then try to connect. if you can connect then i have no damn idea. if you cant... ya idk man. if none of that leads you to anything, what type of router does he have?

I can relate to your friend as I am having a similar problem just with different errors. While I haven't managed to try this myself yet, he should try a different minecraft account on his network and also his minecraft account on some one else's network just to pinpoint where the problem lies. Hope that helps.
Hmm he's a really security oriented guy when it comes to his passwords. Maybe I can convince him to change it to something we both know for a moment... But I doubt he will go for it.
