Yes, I had to do that to get my original .jar server file to work so it is already portforwarded
I'll have to double check
Yep, its portforwarded

To check what IP address people would use to connect to your server, go here: http://www.whatsmyip.org/
That's your external IP address.
To see what IP address you use in the server.properties file,
Open up run, and type in ipconfig.
The number that comes up as your IPv4 address, that's your internal.
I also suggest downloading a program called a "Port Checker". This will test whether or not your ports are open and accessible, so that you'll know for sure if they're forwarded correctly.

You're supposed to leave that field in server.properties blank.
Make sure port forwarding is set up to forward port 25565 to your computers internal IP
Make sure you're not running any antivirus or firewall software
Make sure you've disabled your routers internal firewall
Make sure your friends are trying to connect using your external IP: www.whatismyip.com
Don't rely in YOU yourself not being able to connect using your external
Use a site like canyouseeme.org to confirm your port is open, while the server is running
Make sure you've exited/disabled all applications that could interfere with your network
Port checker says that the port is not forwarded correctly? I think I know what is wrong. Basicly I typed in my router number in the URL bar and logged in and port forwarded there, but I also need to forward my firewall I believe.

I completely disabled my firewall, and disabled my antivirus, now for another test

And that still did not help. I'll try somethin else on your list
canyouseeme.org still keeps saying that it cant see 25565 even after disabling pretty much everything; it says it is because the connection timed out. Umm, dont rely on me? can you test my IP address for me? And after disabling my firewall, portforwarding through the netgear router site. I figured out what else I needed to portforward and portforwarded it, but canyouseeme.org is still not seeing me

Right click the clock on your taskbar. Go to adjust date/time. Third tab in window is Internet time. Check to make sure it is set to automatically sync to internet time and if not set it that way. (Change settings button, then click update now etc.)
If that doesn't work, then you're getting the error message because your server really is overloaded. This can mean a few things. Your hard drive can't read/write fast enough to keep up with the server, your RAM is slow or not enough for what you're running/doing, or your processor/some other component (which I doubt) can't handle it.
Hope this helps.

Minecraft is only going to use one of those cores at a time, no matter what until Notch finally realizes that people aren't just requesting he make the server software multithreaded because we think it would be worth the lulz.
Rename the file and add .exe to the end of it.
