A member and I were chatting about this...and from what I (and he) both understand. The map size doesn't really matter if its a pre-generated map, it could be 2000x2000 or 5000x5000...it won't impact performance, because MC will only load within view of each player and not a shred more. Which, makes the maps size a moot point.
So we got a theory it might be the new 1.2 update that is causing such a mega lag issue on SMP servers as of late.
I'm lagging out with 8 people, no minecarts or boats, Bukkit & 1.5gb on a pre-generated map.
