Did you physically move the server to a new home on a different network?
If so, ensure that it's IP hasn't changed. If it has changed, set up the port forwarding at your mom's to point to the proper IP.
Yeah. My parents are divorced, and I haven't left for college yet, so I still go back and forth between their houses. I was running the server on my laptop, and the first thing I do when I get to either house is change the port forwards through the router to the correct ip. The ip is correctly set up, norton has been disabled, windows firewall was been disabled, and I still get the "connection timed out" response.
OK, the router itself at your mom's place may have a firewall. With my router, I have to configure the port to be forwarded AND open the port in the firewall.

Also make sure you don't have any firewall or anti-virus software running on your computer while you're using the server. If you know how, you can add exceptions for the minecraft server as well as java to allow connections through both but for most it's just easier to close them while the server is running.

Port is already forwarded correctly, and I have tried turning off all firewall and anti-virus software, as well as allowed exceptions. None of the above worked.
If a port checker can not see that a port is open, then guess what: it's not forwarded correctly!
Your mom's modem may have a router built in, in which case you would need to forward from that as well as the intermediary router.
Essentially: no, you're not forwarding correctly if the service is not showing up and you have no firewalls running.
I also cannot connect to my server and neither can my friends. I followed the guide thread to the letter, and the website to test the port says it's open
but we still can't connect with my public IP.
I can connect with my internal but no one can log in with my public IP
Im also having this problem and its really starting to annoy me. ive asked alot of people and they are just confused.
so heres how it went. i had 1 computer at the start and ran a server off it then i bought all new parts for a new computer and decided, ill host minecraft off the one its already hosting off and then just play on my newer computer. now i have a thomson tg782t modem. it has 4 connection ports for ethernet cables. so i went and put then both into it. now their both running the internet, i can use the browsers and everything. but for some reason me or anyone else can connect using the external ip. i even set my server computer up as a static ip. Im really really confused. it doesnt make sense as how it worked before i connected my 2nd computer. then as soon as i connect it, it doesnt work. i made some progress as now i can connect to the server using my local ip but anything else doesnt work. ive even gone into my defualt gateway opened ports for minecraft 2 both computers and allowed minecraft ports through the firewall.....its just soo confusing.
So, I could never figure out what I did to make it work, but the server works at my dad's house, so I just run it on the family computer there at all times. =P Problem solved, I suppose.
