It seems to work just fine for me and for anyone else in the same building with the server, but anyone connecting from further away has continuous sync problems that cause the players actions to revert (i.e. cannot place or destroy blocks) and wildlife to freeze in place, and the player has to relog to re-establish sync. For some players this happens every 45 seconds or so, and is quite aggravating. Anyone have any idea what I can do to help matters?

windows 7 with all the bells and whistles turned off, and absolutely nothing but the server running.
this is my server startup string:
java -server -Xms1536M -Xmx1536M -XX:+UseConcMarkSweepGC -XX:+UseParNewGC -XX:+CMSIncrementalPacing -XX:ParallelGCThreads=8 -XX:+AggressiveOpts -jar \minecraft_server.jar nogui
