You shouldn't need a program to find your Ip address.
Getting your ipv4 internal ip address you simply open command prompt, and type in ipconfig then find IPv4 address under the adapter that your internet connection is connected to. (This only works on windows)
For your external ip address, you can simply google "What is my ip?" and google will tell you.
The different between internal ip address, and external ip is the internal is assigned by the local DHCP server, or router, which is used to route traffic to you from the internet to your router, to you. The external ip address is what other people can use to connect to your network, and from there it uses internal ip to communicate.

For joining a server on the same computer should be using 127.0.0.1 (That is localhost)
For joining a server on another computer on the same network, get the internal ip using command prompt, then use that on your pc.
And the reason is because the external ip address is assigned to your network, and not a specific computer. The reason it works for people outside the network, is because when they connect, the port forwarding points the traffic to your computer. When your computer tries to connect to the ip address, it doesn't resolve it the same as an external computer.
