two ways you can do this
THE EASY WAY
you can go to a site like ipage.com and buy your domain and host it for about $35 a year I mention ipage because I know for sure they have a custom DNS Record Console
1. Step one go sign up (if its not ipage make sure they have a Custom DNS Console ASK LIVE SUPPORT THEY ARE THERE FOR A REASON)
2. Step two log in to your new (insert Webhost) under a panel most likely labeled domain you should find something labeled DNS Record Console or custom DNS record click on it
3. make sure your primary domain is selected there is usually a drop down menu to select your primary domain once that is selected this is a suggestion but I suggest you keep your primary address http://www.whateverthisis.com just in case you want a server website or forum and use something like server.whateverthisis.com
4. depending on your host you will need to either enter a sub domain xxxx.whateverthisis.com or the entire url xxxx.xxxx.xxx enter what ever you would like the site to be.
5. the final and most important part! Google "what is my IP" on your server place that in the IP/Domain/Alias: thingy and press what ever the confirm or save button at the bottom of the page is. note that this may take a few hours as DNS server have to spread stuff around.
