Open your server.jar file with winrar, open the zip or rar you downloaded, extract the bin.rar or bin.zip, grab those files, drag into the server.jar winrar window, and select save when prompted.

First Go Download This and the Custom Server stuff
Then put that all in the SAME PLACE
After that, Open minecraft_server.jar with 7zip or what ever
drag the .class stuff into the .jar file screen
Let it overwrite or what ever it does
then open the .jar file (make sure to close the 7zip/ect. window) with Java Platform SE
Get your IP and join the game
Type something in chat
Restart server
change the properties and such to you likeing
restart server
Join

depending on your setup, these methods won't work at all. It's not that simple for everyone (like people who need to make CLASSPATHs and people who get an error dealing with RAM when they execute the .jar). I was talking about an in depth guide for people who are genuinely stuck installing this, and the offer still stands.
