Find your router type on your router first, it should be like Belkin, or Netgear, or Linksys, or some weird name. You may want to look for a model number as-well, or write down all the numbers you find on the router.
Next, head to the site and find your router with it's model name, if not just use the most closest or random number and go from there, select a random game (Ex: Diablo II) and follow it's instructions except the first port should be the port in server.properties file which you get from launching the server.
Do I need a port forwarding tool of some sort?
Or is it that nobody wants to join my server?

Try it from there.
