plz tell me how to shut down and restart a server

plz answer!

close the start server.bat file, then re-open it.

Why so urgent?

Fair friendly warning, please don't double post. People will try to answer as fast as they can, once you close the console/server.bat it closes and saves the level. When you re-open the server it will load the last map saved.
