192.168.1.1 or 127.0.0.1 are usually Internal IP's or Router IP's (Usually meaning Inside.)
Your ip such as 188.8.131.52 is a External IP meaning Outside. Or your Global IP, whatever comes first. Only people connected to you and your router, are able to join your Internal IP. (Or in this case, LAN.) This is usually because the router has a built in-firewall with blocking almost all ports, and you are in need to open your ports.
