Second, here's how my port is being forward.
Third, my firewall is off.
And here' my problem. Everytime I try to connect to my server, I keep getting the "Fail to connect to server, it's probably down" error. I don't see what I'm doing wrong. Any help would be greatly appreciated.
Change to box after the TO to something like 23580, and then go into server.properties file. Change the port to that number. Then on the port forwarding thing, check off ENABLED, then save changes. It should work.

That didn't work. When I changed the right box to 23580, it automatically gets swapped with the left box. Either way, it's not working.
The problem is most likely that you're connecting through the wrong URL. If you run the server from your home machine you cannot use the public/external URL, you need to use: http://www.minecraft.net/play.jsp?serve ... port=25565 change port + ip to yours.

Are you sure? I am connecting to my server just fine using the proper external URL

Yeah, that doesn't work either.

Try:
I tried this, but i get a message "Connection Lost Illegal Name"
the server log says:
18:47:51 /127.0.0.1 connected
18:47:51 Kicking /127.0.0.1: Illegal name.
18:47:51 /127.0.0.1 disconnected
Any idea why?
It works for some people, albeit a very small number.
Set verify-names=false in your config file, but this allows people to join as anyone so it shouldn't be used on a public server.
No. The people for whom it does work keep quiet about it.
