Step 1: Go to control panel (i use vista so try and follow along)
Step 2: Go to windows firewall
Step 3: Click allow programs through firewall
Step 4: Add port TCP 25565
Step 4: Add port UDP 25565 (Names don't matter)

Ok so I'm having the same problems but it is not on the server's side, it's me trying to connect to someone else's server. The weird thing is that other friends are able to connect to the server but not me and I have tried the previously posted solution. Also the server is 1.7.10. The server is also port forwarded and everything. The server owner did throw in a new motherboard/graphics card/cpu recently if that helps with coming up with a solution.

Just setup a minecraft server on a spare x58 workstation board I had lying around, ports are allowed in Windows Firewall on the host machine, port forwarding is setup on my router, but I still can't connect even using my local IP and the port number I've selected. Keep getting this:
java.net.connectexception connection timed out no further information
If you have everything set up correctly and done all suggestions from this thread, where are you left at? I'm a fairly technical person, and I still can't seem to figure this out.
With minecraft server 1.8, you have to accept the Microsoft End User License Agreement (EULA) to allow people to connect. In the directory where you download server.exe, open the file named EULA, and change to true (once you accept the terms of the agreement)
Hey guys, new to these threads. I just created a profile to comment. I had this same problem and while aimlessly searching for a cure I stumbled upon a fix for myself.
Apparently now we need to manually agree to EULA in order to start our newer servers...?
Here are the directions, hope this helps:
To start your server, do the following:
1. Start your server once if you haven't already
2. Go to your server folder in Windows Explorer (don't know the Mac version of this, sorry!)
3. Open "eula.txt"
4. Change "false" to "true" and save the file
5. Now try to start your server up again and see if it works!

Ok so I am having a similar problem. Yesterday I was able to join woodycraft just fine, but today the server just reads this "java.net.ConnectionExeption: Connection refused: no further information:" AND the website denies access saying something similar(Connection refused). This CAN'T be a coincidence on top of it all I had just donated and posted for support before all of this started. PLEASE HELP I CAN STILL JOIN OTHER SERVERS AND OTHER WEBSITES!!!
I am tring to connect to my friends server my firewall is compleatly off and it throw that exception. I know he has done all of his firewall stuff but I dont know if he has done the port forwarding thing.does anyone have a solution. I can though connect to big more well known servers.

If I may ask, is your server just for personal use to play with your friends or something else?
