No matter how many times I update worldguard or essentials it never updates. Should I try manually adding the updated .jar of worldguard and essentials?

Yes. Delete the old world-guard world-edit and whatever plugins you want to update's .jar file, then download the latest version off of dev.bukkit.org, upload the new one, and then reload/restart
