Press: CTRL + ALT + DELETE, and end the tasks that you aren't using.
If that's too complicated for you, the only other option is to just simply exit something your not using.
For example, Skype is something that often takes up a little memory and causes lag.

I'm not sure than... Are you sure for sure there is not any background processes running?
Absolutely. I am quite familiar with computers and application memory usage; however, this seems to be a memory leak in the Minecraft client itself. Active background processes would consume memory, but they would not cause the memory usage in Minecraft to climb from 355mb to 1700mb then reset, and continue to do so indefinitely.
I have a 64-bit OS with 64-bit Java installed.
Using MultiMC with allocated memory set to 2048.
My system has 16GB.
I could technically take the time to isolate a mod that may be causing this, but I just don't have that kind of time and thought someone else here may have come across this issue.

Yep. But, minecraft can be very unpredictable on computers, it may leak on some, and it may not on others. It's all down to the horrible optimisation. E.g. I can run minecraft on Far with a 64x texture pack with an intel Core duo and a Radeon 2000x , whereas my other computer with AMD Athlon 64x 5400+ and Radeon 4870 has a bit of trouble on far, without a high-res texturepack.
Edit: both have 2GB of RAM. So it's just minecraft.

Now with that said, due to the 590 being a dual core GPU... I doubt minecraft was designed with to run perfectly with this in mind.

I found this in the console output:
Detected leaking worlds in memory. There are 3 worlds that appear to be persisting. A mod is likely caching the world incorrectly.
Now, this is a brand new world... no chunkloaders. Does anyone know which mod is likely caching the world incorrectly?
I removed all mods, started vanilla... memory usage reacts the same way.
But I have one other issue that still bothers me: When running my server and client at the same time, my debug screen shows a huge spike every second.
Running vanilla with Optifine installed: Server ON, Client ON SMP.
Server ON, Client ON SSP.
Server OFF, Client ON SSP.
I have 4Gb dedicated to the server, and 4Gb for client our of my total 16Gb.
Why is this?
That is really odd. I have not seen something like that ever. You have loaded a fresh world, no mods, and it still persists... Backup the client and reinstall it, then load a new server (new server... as in new .jar/.exe) then tell us whether you have the same results.

Oh... lol. It looks like something to do with the server. But i honestly can't see as to why it would do that. But, as the old saying goes, "if it ain't broke, don't fix it." So, unless it is a rather large problem, which it shouldn't be... 6GB ram, you won't have to worry too much.

You mentioned that you were using MultiMC, there is an issue with memory leakage regarding MultiMC, to see if you are encountering this problem and to fix it if you are encountering it, open MultiMC and click on settings (located near the top-left corner of the screen). Click on the "Java" tab and look at the Java path. It will say something like this: C:/Program Files/Java/jdk1.7.0_60/bin/javaw.exe OR C:/Program Files/Java/jdk1.7.0_60/bin/java.exe. I have put in bold the important part of this. If your Java path says "java.exe" at the end of it, change it to "javaw.exe".

It's not an issue with processes or services, I keep those relatively minimal. Only about 12 running.
This is also an issue with my client, not server (unless you consider it server anyways).
