Well, my problem is exactly what the thread title states. I am seemingly unable to get port 25565 to open.
I cannot connect to my own server, even by setting my IP to localhost.
I have no error reports.
My server starts up nice, and fast.
I am not using any Mods, but since the forum rules stated I could not post Bukkit Server issues in the standard Server Support forums, I will post here.
I am running Windows 7 Ultimate 64Bit.
I have a Dell Dimension E510 Desktop Computer with a Pentium 4 Procressor @3.6GHz.
My graphics card is an OverClocked NvidiaGeforce 9600GT.
I have 4GB of RAM.
My Minecraft is version 1.4.7
My Java is Version 7 Update 17.
When I open up MineCraft, I see this:
I have Port Forwarded my router with port 25565 on both UDP, and TCP. I have also restarted my router, and my computer after I added these settings to my router.
My server boots up just fine, and I have no error messages:

I have tried both the Bukkit Server, and the Minecraft.net Server files. Both give me the same issue. I have looked up many different tutorials on Youtube about this, and none of them have solved my problem. I have requested help from a few of these people who created the tutorials as well. I still have no solution.
I have opened up my server.properties file, and set my servers IP to "localhost" and this did not work. I have left this field blank as well. This did not change anything either. As you can see above, I have also set it to my IPv4 address. This does not seem to produce any positive results either.
I have added both UDP, and TCP port 25565 exceptions for Outgoing, and Incoming in my firewall. I have added programme exceptions in my firewall for every Java file in my computers database, such as: Java.exe; Javaw.exe; Javacpl.exe; Javaws.exe; and every other Java related file.
I have searched on Google many variations of: Cannot connect to bukkit server; Cant connect to my own minecraft server; bukkit server not connecting.
I have used the canyouseeme.org tool to check if the 25565 port is open, and it gives me this error:
So somehow, even though I have taken all of these steps, the port is still not open.
I have tried asking two of my friends who own their own Minecraft servers. Neither of them were able to help me with this.
My server.properties file is set to all the standard defaults, exept for the view distance. I set this to 6, because it would help improve the performance.

Basically, what my question is:
How can I open the port 25565? I would greatly appreciate it if someone could tell me something that I missed that could rectify this issue.
If no one does know a solution to this, then does anyone possibly have an idea that might lead to a solution? Or were/who might I ask to get this problem solved?
Again, I have added exceptions to my firewall. I have Port Forwarded. I have a Static IP address set at 198.168.0.44
I have been told once that I need to have a number 1, where the number 0 is in my static IP. Such as: 198.168.1.44
I tried that, and my internet stopped working. I had to revert back to 198.168.0.44
If anyone could please tell me what to do, I would be very happy. I have spent near 3 days looking for an answer to this. =(
i see an issue, on the servers page of the client you have the server listed as 198.168.0.44 but on the rest of the post you have 198.68.0.44 and in the port forward picture you have the ip as 192.68.0.44
local ip's tend to be 192.168.x.x something seems strange with your local ip unless its a typo of a wierd router setup
and you can post bukkit server issues, the rule is aimed at bukkit problems when making a plugin and the like, things bukkit dev types would understand, we aim to help all minecraft problems here if we can

I just went back to my Routers page, and looked at it, and it said its at 198.168.0.44
I'm not sure why my screenshot shows a 68, rather than 168...

And your right, I did type 68 the rest of the way down, but I have it all set at 168.
I need to correct that, and update the screenshot...
I'm still not having any luck connecting though.
It still says port 25565 is closed. =/

Well, it has been 12 hours since my last post on this topic, and my issue is still not resolved. =/
Could someone please lend some insight into this?
I cannot connect to my server. It states that it is offline, even when I start it up using the .bat file.
I have now tried using the Canarymod server client, the Bukkit Server client, and the Official Minecraft Server client. I still have this problem. =(

I was just told on the Bukkit forums to use my IP in the server.properties file, but all that did was give me the typical "Cannot bind port" error of course. I know that you are supposed to leave that area blank in the file, for it to work.

Maybe like ask me a question, or tell me that I forgot something. I would greatly appreciate any help.

Hey, I fixed my own issue a few hours ago.
But because I couldnt post any more, I was unable to state that on this thread.

Basically, I made a small mistake that had a catastrophic impact on everything.
I accidentally mistyped my IP when I port forwarded. And because of that, it messed up everything else.
As you can see in my screenshot in my first post, the first three numbers are 198.
This is incorrect. It was supposed to be 192.....
So I spent near three weeks searching for an answer to this, and all along it was right in front of me. =(
If it was a snake, it woulda bit me. Ever hear that phrase? Well thats how I feel lol...
Like what a stupid mistake. I was bugging everyone about this, when it was me who made the error.
I had even gone as far to assume that Mojang studios had made a mistake within their servers. And I had placed blame on them. =/
I'm sorry for wasting everyones time. =(

I should have looked at my router after you mentioned the 198 looking odd.
But me being me, I disregarded it. I'm sorry about that. =/
I'm not sure why I thought my IP was 198... I mean, I even typed 198 into the Minecraft Multiplier area when I tried to connect to my server.
>_< Right up top, in the address bar of my router, it says 192. Thats what made me do a double-take.
