ZXfury, I talked with some of the other Guru's and admins here, and I think we found the issue. Before we go into that however, there is something that's going to make this process a whole lot easier.
TeamViewer is a free program that creates a secure screen-sharing connection between two computers. If you'd like, I'll be able to see your screen, and use my own keyboard and mouse to control your computer. In order to connect, the program will give you a random password every time, and you'll have to message me when you are all setup and ready to run. (click my name, then send me a message with your ID and password numbers) The connection is secure, and you can terminate the connection at anytime if you feel at risk. Download TeamViewer
We think the port forward going from your 2Wire to your Belkin still may be set up incorrectly, do to me assuming that the correct address was 192.168.2.1. The first thing we'll do is figure out what that should look like, then we'll make sure there aren't any other router settings getting in the way.
After identifying what the 2Wire was supposed to forward to, we corrected some settings on the 2wire, and then still had a connection issue. From this, we decided that a DMZ on the Belkin was in order, so we decided to to have the Belkin DMZ to 192.168.2.21 (the local IP of the computer)
After creating the DMZ, we opened up the server, and had a success!
