The server.properties folder looks to be in order.
We have let the Minecraft Server's Port through your firewall (Both Tcp and Udp, inbound and outbound) Please verify the process that you did, or the tutorial you followed for this step.
We have let Java through your firewall.
Our port forward looks golden, as everything is set properly(Minecraft is let through, both TCP and UDP)
The port forward's Target address matches the server's address
The router's firewall was disabled
If I remember correctly, zxfury was able to connect to the server internally.
Go ahead and check this website one more time. It's possible it might say something a little different after all of these attempts. Make sure to test port 25565, and let it target your external IP. http://www.canyouseeme.org/
I started the server checked the port, i still have the same error, i even joined it and it still says that the port is closed

When internet first reaches your doorstep, it usually is converted in a device called a "modem". Depending on your setup, your modem might be interfering with the connection. If you feel comfortable letting us know what modem and ISP (internet service provider) you have, that might help.
What is the name/manufacturer of your modem?
What is the name of your internet provider?
If you don't feel comfortable (which is perfectly fine), just send me a personal message letting me know so that I can work from there. So far, this information is pretty useless/harmless and you would be fine letting us know, but sometimes people want to just feel safe about letting out information like this. Answer back how you'd like, and we'll see if we can find a problem/issue common to your setup.
AHA! I use a similar 2Wire based system, so we are in the same family of routers/modems.
What we have here, is a third router! (yep that little box... it's another router, your modem is probably somewhere near/in the basement, or maybe even crammed in that box... nonetheless, that 2wire is another router in your network)
This guy is sitting in between your modem, and your Belkin
so the picture looks like:
Modem <-> 2Wire <-> Belkin <-> Server <-> Minecraft_server.jar
and this sounds like what's happening (I'm almost sure of it)
Modem <Open Connection> 2Wire <Closed Port Forward> Belkin <Open Port Forward> Server <Open Firewall> Minecraft_server.jar
The fix shouldn't be that hard, all we need to do, is have your 2Wire port forward the Minecraft server to your Belkin
Log into your 2Wire (it might be 192.168.1.254), and get to port configuration (within firewall settings), It will look a little different than your Belkin, but the words should be familiar. If you give me the Router serial/model number, I can pull up a guide (edit: 2Wire 3600HGV was already given... sorry)
When asked what port you want to forward, select 25565 TCP (and you'll probably have to make another entry for 25565 UDP) then when asked what address you're forwarding to, you want to enter in the address of the Belkin. That way, packets end up at the 2wire, the 2wire passes them you the Belkin, then the Belkin finally passes them to your server!

Clarification: What you are calling the modem, is actually another router. The 2wire 3800HGV is a fully capable router on your network. The modem is hiding behind it somewhere. (maybe in a closet... it looks like a large white box if I'm not mistaken
Second Clarification: I accidentally called your Belkin F9K1102v1 a Linksys WRT120N in my last post... I edited it to make it a little more clear... Sorry about that... Been working on the forums too much I guess. ^.^

Before following this guide though, be aware that: 1.) In order to connect to your 2Wire, you need to use the address 192.168.1.254 (By default at least) 2.) The second step in this guide will ask you what computer you want to forward a port to. In order for this to work, we need to have this 2Wire router forward to your Belkin F9K1102v1... If you don't see anything labeled router, Belkin, or F9K1102v1, then look for something named Static IP, or 192.168.2.1. Make sure to select your router when you choose what you are forwarding to. 3.) As a quick reminder, this guide will have you create custom defined rules, then you have to remember to apply them after you've made them... It's a two step process (one that left me puzzled for a little bit when I was working on my own setup... but hopefully you'll figure it out!)

2.) On this list, we'll need to remove your current settings (I'm thinking you didn't apply this rule to your router.) Select the object "hotbassin" if it isn't already selected
You might see "You have chosen Hotbassin" near the red arrow, in which case, you're fine. Otherwise, click HotBassin from the list and wait for the page to reload. Once it does, remove the Hosted Applications rules you applied for now, we'll add them back to the right router after you remove them here.
After you remove the current rules, then find your Belkin router from the list. It might be called a lot of things... Look for names like Belkin, the model number, or Static IP 192.168.2.1... If you don't see ANYTHING there listed as your belkin's name/address, then just type it in the box and select choose.
With your Belkin selected, go ahead and add your rule.
The static ip that i use for it is also the same ip that i used to port forward on my belkin?
You want your 2Wire to forward to your Belkin...
And you want your Belkin to forward to your server. The 2Wire (192.168.1.254): Forwards the connection to your Belkin (192.168.2.1) The Belkin (192.168.2.1): Forwards to the server (192.168.2.21)

Hit enter,
Then this should show up!
The important numbers are your IPv4 address, your Subnet Mask, and your Default Gateway.
