Honestly, I didn't know how at first, but I looked it up and it seems to be a property in the file %appdata%\.minecraft\splash.properties. Find that file and edit it with Notepad.
There's no config folder, and how do you not open as a folder? I'm sorry if my noobiness is killing you mentally.
To NOT open as a folder, simply go to %appdata%\.minecraft\config\ and find splash.properties(a PROPERTIES file). Then right click it and go to Open with..., then select Notepad from the popup window it generates.
P.S. It's fine. Though you probably need more Windows experience.

Go into /versions/forge/ and there should be a config folder
In that case there is no Forge loading screen and you are using an old version.
Try allowing "Java(TM) Platform SE Binary" through Windows Firewall.
