Unfortunatly the forward porting of ports doesn't work I've tried that. That also doesn't work if you have multiple Xbox's you must use uPNP when you have multiple Xbox's and even then syncing is a problem.
I also don't agree with them requiring the standard port 80 being forwarded because that's the standard port for web browsing they should not be requiring that to be forward ported to your xbox it would prevent you from ever running a webserver on port 80.
Confirming the wildjoker85 phone tethering method works. Here's my story:
New X1 June 2015. Tried disc drive for first time July 6 and found it DOA. Called support and got a new box sent via advance exchange in 3 days. Fired it up, boxed up the old unit and sent it out. So far so good.
After installing updates and all apps and games that were on the bad unit I went to play Minecraft and got the dreaded (0) error at 100% progress. This was using a wired connection with Moderate NAT, 12 Mbps down.
Performed the usual steps (hard restart, clear local game saves, reboot router, open firewall pinholes to achieve Open NAT, clear persistent data 3x, and many combinations of all). Nothing worked.
Tethered to my Galaxy Note 3 on Verizon and it worked first try. Tried a couple more syncs and all good. Reconnected to my Uverse router (Motorola NVG589) wirelessly, tried again, error (0). Before hitting "try again" I hopped back over to my tether and it worked immediately. Same save, no exit, no reboot, just the tethered connection.
Jumped back on the wired connection, tried a sync, got the (0) error.
My info:
ISP: Uverse Toledo
Router: Motorola NVG589
Zip: 45840
Phone: Galaxy Note 3 running FoxFi
Mobile provider: Verizon
Note that all of my saves were transferred from 360 to X1, worked fine, then got stuck in the cloud from first X1 to second.
Also note that Assassins Creed Black Flag save synced from one machine to the other, so only had issue with Minecraft saves.
Wells, just like posted above, I had a friend come over and created a hotspot for me to conect to, first time I made it to 99%, then got the error. So I tried again, and it synced 100%. So happy. I didn't have time to do all my worlds but I've got my main one back. Thanks to all you guys and feedback. Awesome community.
If someone is still seeing error 0 could they try using the Phone Hot spot method?
I'd be interested to know if this issue works for everyone.

If you are seeing Error 0 can you confirm if the save is one that has been transferred from xbox 360 or was it created on Xbox one?
Also have did any users see this only after we released CU14? (1st July) or was it entirely before then in CU13 (15th May)
Umm yea you have read the entire thread correct?
If you had you would see the first post was from April. You would also see I found and started posting about this in June. It has been happening for a month for me with no help.
Further I've already answers your question. Xbox 360 transfered games get to 99% and give the Error 0 message. Saves created on Xbox One load for a while then go back to the menu with no message. You can see this in the following video.

This has happen after the recent title update. All these saves worked before. For me it's a mix of world transferred from the xbox 360 and made on the xbox one.

If you would quote the person your asking question to that would be helpful. As I've said already Xbox 360 saves give error 0 at 99% and Xbox One saves just take you back to the Minecraft menu with no message as to what happened.
If possible could everyone seeing the issue provide me with a twitter handle to contact you on?

I can play my XBox One world save on my Home xbox but cannot sync it to my downstairs xbox. It Use to work playing it upstairs one day downstairs the next but 1 day it stopped syncing up after playing many many hours over a weeks time on it and then trying to sync it up back downstairs it failed. Takes about 1hr to try and sync gets to 90% or 100% and get the "Failed to sync with the cloud at this time Error (0)" message. Tried the Hotspot Tethering sync'd to 100% in about 15mins but STILL got the **** message "Failed to sync with the cloud at this time Error (0)" I'm glad I can still play it on one of my xbox ones but should be able to play on both!
Good to hear that worked for you. I'm gonna have to get a friend over with their phone so I can try..
As expected when they brought my account inhouse it worked fine and synced in less then a minute which I've never seen it sync that fast.
They are still investigating so I have no news at this point.
I do think for those that are having issues we should start collecting the following information.
1. City/State/Zipcode
2. Internet Provider
3. Internet Speed
4. Router/Modem Make and Model
I think this will help build a case that it's not just a few providers but more wide spread.

Are you saying this method did not work with Minecraft?

Saves are not corrupted. None of mine would sync until I tethered but now all playable.
