I found the issue and the solution a long time ago. Some routers have an option in their settings to not allow data exchanging. this stops you from finding other devices for Minecraft pe multiplayer so you have to get on your computer, type in your ip address in your web browser but change the last number to 1(or2), type in password and change the setting, or call a tech support person to change the setting.
dddash, this isn't a router configuration problem for the connectivity issues that are reported specific to the 2nd generation kindle fires only. On these same local networks, with same router settings, other devices can find and connect to each others, even the 2nd gen fires can connect to 1st gen fires... the problem is devices not being able to see or connect to 2nd gen hardware only. This is regardless of ip settings, port forwarding, filtering settings in the router.
I had the problem too. (I'm on Kindle Fire HD 7") Here's how to fix (kinda long but it works):
First, Go here and follow ALL instructions: http://www.mcpe-servers.blogspot.com/
(You will need to enable in device settings "Allow installation of apps from unknown sources" If you fail to set-up port forward; call internet provider and have them set it up for you with all the same settings listed on website above.)
Second, Download "Block Launcher Pro" from Amazon appstore onto all Kindles.
Third, Go to Google and search "What's My IP"
Fourth, In Block Launcher go to settings and turn on IP redirect for servers checkbox (when you go to Join Game i the server should pop up). In IP box put the public IP from google.
Last, Open minecraft pe on device with port forwarding, start playing. On other device use the IP redirect listed in step 4.

close mcpe from background
reopen mcpe again
make a game
change visibility to visible
let your child join
note:you need to be in a wifi connection for this

Update -- Motivated by muddycatfish having success, I followed Temena as well. Still not working for me. We have 3 kindle fires. 1 1st Generation (which the other 2 can join into MC games) and 2 -2nd Gen fires (that no kindles can join into MC games). Have no idea what I'm doing wrong (or doing right for that matter). Here's where I am:
When I port forwarded the first one, the router took the info. Then when I went to port forward the other 2, it told me there was a conflict because there was something forwarded to that location (#19132 per blog post mentioned in Temena post).
So, then I changed the numbers and assigned each kindle it's own port. So now have:
Kindle 1 to 19132
Kindle 2 to 19133
Kindle 3 to 19134
No conflicts now in the router
Downloaded Block Launcher Pro to all Kindles and set external ip the same on all Kindles
When I start a game on Kindle 2 and try to have Kindle 3 "join" the game, the only wifi it finds is it's own username game and then can't "connect to server." So,
Kindle 2 scans wifi and sees only "Kindle 2", then can't connect to server
Kindle 3 scans wifi and sees only "Kindle 3", then can't connect to server
I've learned SO much doing this (& setting up a server via Ubuntu desktop for my kids -- different subject) but I am nowhere near expert with UDP/TCP, Ports, etc.
What am I missing? Does the MCPE game have to be played through Block Launcher? Or do you quit that app and start regular MCPE to play?
MC:PE Only picks up 19132. Whichs means only ONE device can host. Try that and follow the rest of the steps...
On "Kindle 1" set-up port forward with all the correct settings.
Go to Google, search "Whats my IP", Copy PUBLIC IP onto paper.
On "Kindles 2 & 3" download Block Launcher, open settings in Block Launcher app, Click the checkbox that says "Redirect online multiplayer" so it's checked.
Right below that checkbox there should be a "Server IP" button. Click that and enter Public IP.
Go back. (Still on Block Launcher app)
Host game on "Kindle 1" and use the server IP settings above on all other kindles.
It should work from there. I felt like I should lay it out a little better. Hope it helped this time.

A few questions first -- does it matter if the 1st Gen Kindle Fire or one of the 2nd Gen fires is "Kindle 1" in your example? In my situation, when the 1st Gen is the host (iPhone or iPad), the 2nd Gens can connect. However, if either of the 2nd Gens try to host, no device can join. So I'm wondering if it makes sense to do the port forwarding stuff on one of the 2nd Gen fires. And once this is setup as you outlined, will both 2nd Gen fires be able to host?
I feel like I'm sooo close! By the way, thanks for the clearer & rookie-proof followup explanation.
I just spoke to an amazon client on the situation she said that it is sent to the appstore developers to have futher research on resolving the problem soon (pobably 0.8.1 or 0.9.0)
It will be fixed
Nope!? Frustrating! Just updated on my kids kindle fires and my phone. Still can't join each other and/or host a world. I can't join them from my phone, but they can join me!? Its the same problem!
I have problems too. My sister connected to me, then died, and after that, is trapped under Invisible Bedrock, with no other choice than to never join my world again.
Edit: We both have Kindle Fire HDX 7" tablets, so I'm not sure if that would make a difference.
They also have to be connected to the same WiFi. Depending on how you get WiFi, there are some companies (such as cable TV companies) that provide regular house WiFi and hotspot WiFi. Make sure that there's no auto-connect or if someone is not connected. Remember, these are only the first days of the update, so...
I can't go on servers on my kindle. My friend has this problem too.I have a iPhone and the servers work on there . What is up with the kindle I have not been able to join servers for SO LONG. I hate playing on my phone. Plz tell me how to fix this
Very strange. The problem isn't because of it being Amazon as it is basically Android. Have you tried restarting your devices and have you checked your on the same network.
We have not had any issues joining worlds until today. Daughter #1 got on her Fire table minecraft PE....daughter #2 tried to join her, but it said that the server was outdated. I tried to watch you tube videos on how to fix the server, or add one...but I don't have an EDIT button. Is there another way? Does it have anything to do with storage issues? Daughter #2 is able to connect with my tablet. They only play in creative mode by the way. Let me know if you need more info. Thanks!
Problem we have is that the build and move selection window normally at the bottom of the screen is not visible. Can't select materials and the move control is not visibile. Can move through the game, rotate view, etc, but unable to do anything else. I have tried to uninstall then reinstall and no change. Any ideas? I don't find anywhere to submit this problem to Mojang technical support, so hopefully someone will have an idea. Thanks!
I have another issue... on my kindle fire 7 hd with the new update I can't even run minecraft anymore and it just kicks me out before any screen pops up... what happened?
This specific problem has been acknowledged by Mojang on their developer bug list tracking site here: https://mojang.atlassian.net/browse/MCPE-1134 but to date there is no fix.
