Updated drivers, clean install. Uninstalled Minecraft + Launcher, reinstalled. Checked everywhere else, including Discord. Help me forum, you're my only hope.
Click on the battery icon on the tray, selecting power options. Click on "Change plan settings" on the High performance profile. Click on "Change advanced power settings". On the pop-up window, scroll all the way down to "Switchable Dynamic Graphics" and expand that menu, making sure both options are set to maximize performance. Also, expand the dropdown menu labelled "AMD Graphics Power Settings" and make sure those options are set to the same setting as the Switchable Dynamic Graphics. Then save the settings by clicking on "Apply" and closing out those power windows, run Minecraft, press F3 when in a world to see if your AMD dedicated graphics are showing up.

Settings were already set to what you indicated. Still can't get MC to start, I click Play in the Launcher and it takes about 5 seconds before the error pops up, no Mojang screen.

OMG, we have lift-off! Thank you so much, it was the 3rd solution in the link you sent, switching to high performance from the Windows settings. I guess UHD 620 is no longer strong enough for 1.17, even though it's supposed to meet minimum requirements.

Reinstall your AMD drivers from scratch.
Already did that. Still no go. :/
Add the dxdiag:
Press Windows-Key + R and type dxdiag
Click on “Save All Information” and save the file - add it with https://paste.ubuntu.com

Make sure the Radeon is using the Java version in High performance mode
