That only shows your GPU information, not system information, but given what you show and that you only get 15-30 FPS, which is definitely not decent (I'd consider this to be unplayable), I'd say your computer is well below the minimum system requirements and you need to upgrade or get a new one if you want to use mods.
That said, another possible issue, at least with mods, is a lack of memory, which will cause the "stop and go" behavior you describe if it hits 100%, but not the general poor performance (post a screenshot with JVM arguments).
So normally my minecraft would run 15 - 30 fps which is decent and i really like playing that way.
Today i decided to try a mod called "Morph" which let you turn into any mob you kill.
Just when i entered the new world, everything was fine for just a moment but then my minecraft started lagging heavily
it would go to 0 fps and stop for a moment, then go to 1 fps or something then back to 0 fps
Also, the lag effects all the version of minecraft, even unmodded minecraft.
Please tell me how i fix this, i would be thankful!

Sorry im a little new to all this.
I think i fixed it.
I just checked the settings again, and turned of "fast math" in performance.
My minecraft runs perfectly now and im very happy.
