Hello. I feel like I should be getting a lot higher FPS with my specs. My average FPS is around 120, and from my research it should be double or triple that. I even tried downloading optfine but that didn't seem to do anything. Any help would be greatly appreciated. I'll also post some in-game images and my specs.
Specs:
Motherboard - ASUS ROG Maximus XI Hero
CPU - Intel Core i9-9900K 8-Core
CPU Cooling - NZXT Kraken x62
GPU - Nvidia Geforce RTX 2080 TI
RAM - G.SKILL Tridentz 8GB (x4)
Power Supply - Seasonic Focus 1000w Gold
Display - 2560 x 1440, 144hz
My CPU is only running at 15% average according to my Task Manager. Nothing seems to be under stress. I'm not sure if that's what you mean though.
15% on an 8-core CPU can easily mean 1 core under 100% load. And guess what? the client side - the one that renders FPS - is a single thread, so it can only use 1 core.
1.15 is incredibly unoptimized; I have far worse specs than you but get way more FPS and far better server performance at the same settings in 1.6.4 (with my own optimizations, but vanilla still runs far better):
536 vs 130 FPS, 2.56 vs 21 ms server tick, 232/365 vs 902/1888 MB memory - 1.15 is 4.1, 8.2, and 3.9/5.2 times worse, and more like twice those numbers when factoring in system specs - in fact, your CPU has the 3rd highest single-thread rating of any CPU listed here - so no, the CPU is not the bottleneck (nor is your GPU, ranked #1), not for the settings you show (16 chunks is only 1/4 the loaded/rendered chunks of 32, which has been available for at least 7 years, back to whenever Optifine first added it). Also, rendering has been multithreaded since 1.8 - you are over half a decade out of date if you claim that the game only runs on two main threads/one client thread (and even before then there were other threads, such as a file I/O thread, and threads in the JVM itself, including garbage collection):
There have been countless other posts and bug reports about performance issues in 1.15, even on some of the best hardware you can get (for example, this person has a RTX 2080 as well, if a worse CPU, still, I'd expect way better than 63 FPS at 17 chunks) - IMO, Mojang needs to completely undo all the "rewrites" they have done for the past 6-7 years (admittedly, it is a bit too late to do that but they should have realized something was wrong before 1.8 was released; instead they just tell you to upgrade your system - good luck when you already have top 3 ranked hardware!)
I'm not techy person so I don't understand everything ya'll said but I ran 1.14 and the latest snapshot of 1.16 and still didn't get above 140 FPS in both tests. Is there anything I can do?
I mean I've gotten more FPS with my old machine that's collecting dust now. My new computer should be eons ahead of my old computer. Just doesn't make sense. Maybe there's a setting or restriction holding me back?

I know it's a very specific issue but if anyone has any suggestions let me know! I can answer any questions if needed.
at only 3.6 GHz it's possible your FPS is being bottlenecked by the CPU.
