I'm in a small modded minecraft server that consists of some of my friends. We have our own server that we play on, but that's beside the point.
A few people in my group have AMD cards, the rest of us have NVIDIA. All three people with AMD cards have issues using the modpack.
Namely gratuitous lag, even on the title screen, and even when all video settings are reset. All three people with AMD cards cannot play because, well, Minecraft is unplayable.
There's one who's quite stubborn. I've told him time and time again to resell his AMD card and get an NVIDIA, because NVIDIA does not have issues with this (much less the heat, driver, OpenGL, efficiency, and performance issues that plague AMD hardware but are nowhere to be found with NVIDIA). I've told him that AMD cards are just not there yet, that he should have gotten a 1070, I've even had to yell at him to just resell the damn thing and get an NVIDIA.
But no, he insists for us to "not tell him what to buy" and "let him live with his choice". His loss. He keeps making the excuse that "it's a poorly written mod" or some nonsense, but no, it's the card. Everyone with AMD cards has this issue. It's the card and the godawful drivers, not the mods or game. HE insists it's the mods, but no, it's the card.

Ryzen 7 2700X
ASRock Phantom Gaming X RX Vega 56 (This card isn't even meant for gaming wtf, good luck on the power bill bro)
ASUS PRIME X470-PRO
G.Skill Ripjaws V DDR4-3200 32GB
Sabrent Rocket 256GB NVMe SSD + 1TB WD Blue Caviar (MC is stored on the SSD)
Setup is 1920x1080@60Hz. No FreeSync. In Task Manager, the CPU, RAM, and SSD are in the range of 20-40%, but the GPU goes as high as 70%. That's what makes me think it's the GPU, what the hell is Radeon Technologies Group even doing?!
Screenshots show the modpack and configs. railcraft\emblems has nothing in it. The mods folder is just dragged and dropped into the Forge mods folder and that's it.
Other solutions include disabling mipmaps or if you are using resource pack, remove it or use a lower resolution (the ultimate cause is due to the way the game updates animated textures and AMD drivers have issues with this; the more and/or larger they are, the worse it is. Mods often overuse animated textures and/or add many more textures overall (including non-animated, since the game combines all textures into a single atlas) which is why it is often such an issue). Lowering render distance may also help, although the number of and or whether textures are being rendered is irrelevant to the root issue (the game updates animated textures regardless of whether they are being rendered on screen). Animated items can also cause the issue for the same reasons, while particles are less likely to be an issue since they are animated using entities instead of animated textures (any issues due to them are mainly due to the number, such as with void fog particles).

Try disabling animated textures/"terrain animated" in Optifine:

If you are using foamfix go to the config --> foamfix and then change

if that did not work then press shift+F3 and see what causing all the lag then look for a solution on google or somthing
