I wouldn't mess with your computer yet. 1.15 isn't even officially released yet so there may still be some bug fixing/optimization going on yet. I saw someone else mention a big FPS decrease in 1.15 so it's not just you. Wait until 1.15 is official.
but it's somewhat strange i have no change in performance when comparing unmodded vanilla minecraft 1.14 with 1.15 and some have, one of my friends has the same problem - 1.14 runs fine (without optifine etc) and 1.15 has like a perf. drop of 30-40%

Then I should just accept that Mojang did a slight oopsie and they should fix it. damn I miss 90 fps, I know my pc is bad but.. I dont care .. I just need smooth gameplay
Might be a driver issue, have you updated video drivers lately?
There's also the remote chance that a setting got messed up, this happened to me once for no reason I can tell, the FPS setting in the graphics options got dropped to 5 and I never touched it. Took me a while to figure out why the game was running so bad until I checked that options screen. So on the remote off chance that something similar has happened to you, check to see what your FPS is set at in the video options. Remember, Minecraft now does a trade off between chunk loading and FPS so setting your FPS really high (or unlimited) will reduce the CPU dedicated to chunk loading so your world will load slower but your FPS will be high. Drop your FPS to a sane level like 120 or 60 and more CPU will be able to be used for chunk loading and the world will load better.

its updated. but .. Ok wait I noticed something when I go in Geforce Exp. the settings for my MC is optimal.
so Ill go check it later and.. change it to performance.
Do you have a dual card (integrated+nvidia)? If so, check that the new version of Minecraft is still using the nvidia card (usually it can be seen in the F3 view). Under windows it changes a lot depending on os/driver/minecraft updates.

Yes, I do have dual cards but the other one is disabled and Minecraft uses the dedicated one. ( gt 730)
This is a known issue with 1.15; as usual, Mojang makes claims of "optimizations" which actually do the opposite (this has been occurring ever since 1.8):
MC-164123 Extremely poor FPS performance in 1.15 snapshots with new rendering engine (for comparison, you should be able to get performance like this - in a biome that is vastly more demanding than a vanilla jungle - not only that, my own rendering engine fixes many bugs that 1.15 didn't fix (and have worsened in newer versions), plus with additional quality improvements like smooth lighting on water (currently a Bedrock exclusive) and other blocks, and actual darkness. Server load and memory usage/churn are also far superior)
There is a partial workaround mentioned in the bug report, which forces the GPU to run at its maximum clock, although it still gives lower performance than older versions (this may vary with systems, just as some people saw improved performance in various past versions).

so In 1.14, I normally get 90 fps.
my game settings:
16 render distance
fancy graphics.
when I update my game in 1.15.
my Fps dropped and its now 34-50 fps

In 1.14 did you install Optifine?
Hm does reducing the render distance fixes the fps?
I think optifinie will fix the issues btw but it's not out for 1.15 yet

I get the same result when I allocated more 2gb of ram.
Hm i'd really recommend backup your world and try to run 1.14 again if it's working and 1.15 is slow hmm

I think the problem was the outdated driver.
I just updated it.. so ye problem solved.
Update to this issue, It doesn't do anything with hardware and java.
