When I try to open minecraft from Twitch, an error message pops up and says:
Failed to download file, the file contents differ from what was expected.

I had tried downloading the file from the URL, and pasting it in the file mentioned after Path.
Still doesn't work; I closed the client and replaced the file, but when I opened the game again, the game simply replaced the file with the old one. I made sure to delete the old file, yet it keeps reappearing.
If it changes the jar back to the original you could potentially do as you did before, deleting the original jar file and inputting the new one, then go into properties->securities->edit; and set modify to deny.
Both didn't work. I am not using optifine, so I don't think that would work. I set the modify to deny, but the computer simply adds the jar file at the back of the good jar file.

You need to replace the jopt-simple-4.5 file with this:
https://libraries.minecraft.net/net/sf/jopt-simple/jopt-simple/4.5/jopt-simple-4.5.jar
To find the jopt-simple-4.5, go to your roaming folder. It should be here:
.minecraft/libraries/net/sf/jopt-simple/jopt-simple/4.5
The file in the last folder above ^ is the one you want to replace. It should be a jar file, same as the link I sent.
This worked to load Optifine 1.14.4. He said it only works for Mac, but I got it working on Windows as well. Let us know if this works for you or not.

Have you tried deleting everything and reinstalling beforehand? Also, are you using vanilla minecraft?
