Hello, I dont have the folder where people install mods on, nothing comes up on my computer when i search for %appdata% and so on. Can anyone guide me on how to get this sorted cause its kinda annoying :/
If you have successfully installed Forge, create a Profile with Forge, but no mods yet. Open a world using this Profile. Forge creates the extra folders you'll need for modded MC, including the mods folder.

Yes, 98% of MC mods require an API, which is an interface between MC and other mods. Forge is the most popular API right now. There are a few mods that don't require an API, like Optifine.
Not sure how additional folders were created on your sister's PC, but just installing MC by itself doesn't do that. You can also manually create folders for MC in File Explorer (I assume your using Windows).
Since you seem new to modding, I recommend using the Twitch App to play modded MC. It makes it very easy to create a Profile, install Forge and install other mods and/or modpacks.

So you can only install mods using Forge?
