So I downloaded the pack, put it into the "mods" file and made it a .jar file. I made sure the version was correct, but when I open up the forge client, it still doesn't show up in the mod list. I haven't installed mods in a long time, so forgive me if it's a very obvious mistake.

First, make sure that there are no other mods in your "mods" folder, then you have to extract the mods from the file you downloade in your "mods" folder.

Yup, made sure to delete all mods from the "mods" folder before I did anything. Never did any extracting before I put .jar on the files though. So I'll give that a shot.
RLCraft is a modpack right? So wouldn't it be a zip file with a manifest file and so on? If your trying to get a modpack working you'll need the Twitch Launcher, set that up and then download the pack from popular modpacks. Otherwise look at the Curseforge mods page not other sites hosting it.
Otherwise for mods you just install Forge, have the profile selected, put the mods into the mods folder that Forge should have created if not create one, make sure they are for the correct version (1.12.2 and 1.14.4 don't work, 1.12 and 1.12.2 might but not always, version numbers are important).
