I've been setting up a wheat villager farm now but the villagers won't harvest the wheat. I tried getting another villager for them to drop any other food items too if that was the problem, but nothing was dropped.
Turning off mobgriefing stops mobs, including villagers, breaking blocks or picking up objects.
Mostly used to keep creepers from blowing stuff up, they can still blow you up they just don't make holes in the ground or buildings.
Also stops villagers from both breaking crops and picking up the drops, not sure about planting but they'd need to have picked up seeds, potatoes, etc to do that.

I also noticed that they aren't picking up the wheat or seeds when I manually harvest a wheat
Did you disable mob griefing?
what will this do to the farm?
That's not the answer to my question...
It's not off I think, I'm on a server w friends and I'm not sure I can turn it off
Edit: most probably on the default setting
Then ask your friends whether mobgriefing is on or off.

So, basically, exactly what you are experiencing.
