Recently, I noticed that when I play minecraft, in any version, the render distance is seemingly stuck to a max of 16. It can go lower than this but 16 is the highest even with optifine. I tried re downloading and deleting java and minecraft, and deleting all mods and all everything to due with minecraft. I even updated drivers and did a security check and everything else under the sun. If anyone has got any ideas, they are much appreciated. Thanks.
Im playing in 1.14.4 and the whole problem started I think possibly when I increased my allocated RAM from 5GB to 5.5GB. Even though I knew I don't need that much, I did anyways. I now have changed it back to 4GB or even 2GB and did everything else i mentioned, but the problem is still here. It kinda happened randomly and very serious chunk loading lag came with the problem as well. Its basically unplayable now.
ram allocation doesn't effect render distance, render distance is a game setting
If you have optifine installed, it can affect how high you can put your render distance, at least in 1.14. Sufficient RAM allocation will allow you to put it as high as 64 chunks.

Also try increasing the amount of RAM allocated.

Post a screenshot with F3 enabled and your JVM arguments.

I have optifine uninstalled atm and even with optifine, the problem was still occuring
Heres my f3 and my JVM
Yeah you need to fix your java RAM allocation, you probably have a global override that's limiting it to 512MB.
