So my launcher glitched out (using the old launcher because the non-java launcher is a pile of poop if you do a lot of modding, both as a user and a developer), and I had to clean out my versions because apparently some of them were the issue. 1.14.4 was among those causing the issue.
But now, when I try to re-download 1.14.4, I get this error:

Had the same issue (legal version, but preferring the java launcher over the crappy new one). IF you look at the json file for 1.14.4 its a bit messed up (intentionally or not) compared to the old ones plus it has new entries for the obfuscation maps (and they seem to bug the launcher out in addition to the missing format). . I used a json editor to reformat the json file, removed the 2 obfuscation map entries + blocked launchermeta.mojang.com* to prevent loading the borked json(s). That worked.
go to your versions folder in the minecraft directory, add a '1.14.4' folder, put this json (required name= "1.14.4.json") and optionally the client.jar from aboves link (required name = "1.14.4.jar" ) and start the launcher. it will download all missing libraries and start the game.
*alternatively create a custom version (change the id in the json accordingly) , then blocking isnt necessary

Use the new launcher, otherwise moan at Mojang. But don't expect any fixes soon as the old launcher is old for a reason.
You can also use the MultiMC launcher.
