I am attempting to get over 144 in-order to keep a consistent 144 for smooth gameplay. At low settings (everythins low) I should be able to pump more than 80-120.

In the screenshot, you have your render distance set to 18. Even on fairly good PCs, your resolution and render distance will be your main FPS killers. Reducing it to 12 or 10 should provide at least a small FPS boost. What's your screen's refresh rate, like qwertz asked? Is it 144hz? Try turning off vsync and setting your framerate to unlimited, just to see what happens.
Mipmapping has always been off. Framerate has always been set to unlimited, turning down render distance causes more lag because of chunk generation being soo constant. 144hz monitor.

Pre-built HP Pavilion 580-130/131
CPU: Ryzen 1400. 4 core/8 thread clocked at 3.02
GPU: Radeon RX 580. Not a specific brand, just generic.
RAM: 16 GB DDR4 2400 Corsair Vengeance. (2x 8 GB)
M.2 SSD (boot drive with Minecraft running off of): Samsung something somethin 240 GB.
Usage while playing: CPU at 20, no core goes over 50 at most. | GPU at 30.

Allocated RAM: 6 GB. Been set to 3 and 4, don't change anything.
Max Framerate set at 144.
Java executable updated to a new 64 bit from the x86 "bundled" with Minecraft. Didn't do much.

Optifine makes no difference.
Usually runs around 100+ when standing still in flatter areas. With more detail, dips down around 60-80. Trying to achieve over 144.
No resource packs/shaders.
Java executable updated to x64, no difference.
Ultimate Power Plan.
Minecraft runs worse than Fortnite on low settings.
No CPU goes over 40-50 ever.
You may don't want to render more FPS than your monitor's refresh rate (hz) in real usage.
What's your Monitor refresh rate, and is vsync enabled??
To get higher FPS than you monitor can view, disable vsync and fps limit.
Make sure your PC isn't throttling from overheating
