Okay, I started my other computer and downloaded minecraft. After that, I moved the files to a flash drive and connected to my main one. And it worked. I have no explanation as well as why it didn't work.
I had this same issue. The only fix I found was to download the launcher on another pc and transfer each file onto my main pc manually. Something is stopping the installation process for the .msi and the .exe installers. Is there an explanation for what might be causing this issue?
What antivirus are you using?, I had the same issue and I solved it by disabling kaspersky's network and general protection, after installing minecraft I re enabled everything again.
I had the same problem. I tried so many things but nothing worked until I read your response and I'm so happy it's working now, thank you. I have Kaspersky too and I realised you just have to switch one setting. In the Network settings there should be something like "Investigation of safe connections" and you just have to choose another setting than "Always investigate safe connections". (I don't know the exact wording of the settings because my Kaspersky is in german).
I hope this will help other people with this issue.

Okay, I installed launcher.dll and I launch minecraft. I get another promblem.

when installing with the wizard change the file location. as long as it doesn’t go into the x86 file(which is corrupted) it will work
