I know the base clock speed is bad but I've monitored the speeds through task manager while playing and its turbo boosted to around 2.8 Ghz on average if not more. And no the render distance is set to 20
Try turning down the render distance to 16 or lower.

Minecraft can run on a toaster and ran on older laptops of mine 60 fps fine.
Minecraft cant seem to even go past 30 fps on my new laptop(windows 10) which is 10x better and im stumped.
Computer Specs:
Processor - Intel® Core™ i7 8565U Processor, 1.8 GHz (8 M Cache, up to 4.0 GHz)
Ram - 16gb ddr4
GPU - NVIDIA GeForce GTX 1050 with Max-Q Design , with 2GB GDDR5 VRAM
Things i've tried to do to resolve problem:
-Lower my settings on MC completely
- Give it more ram or less ram
- Reinstall both java and the mc client
- switch between my gpu and integrated graphics
I have no idea why its running so low im so lost... any help would be appreciated.

Your game is running at 3840x2004 resolution. This is incredibly high.
Pause the game, click Options, go to Video Options, then use the bar at the top to turn it down to a lower value.
