when I try to run Minecraft at 30 frames or above, parts of my screen get covered by a bar of black or white, like on a VCR thing, with older screens where you can see the refresh rate. If I set it to 20 frames it doesn't happen but is there any way I can fix this? It's not a cable issue, and only happens when framerate dips, like when new chunks load.
This is what it looks like on the menu screen sometimes but it changes around a lot. I know this isn't an issue with the tv because it only happens with Minecraft.
is it possible that it could be an issue with portions of your screen trying to update at more than 30Hz? take a few screenshots using f2 and see if the lines are there.

Could be a scaling issue maybe? Can you provide a screenshot?

I'm not really sure what's going on in the picture. Maybe check if your graphics drivers are up to date, but I honestly can't tell from the picture.

As emerald said, it could be a refresh issue, but we won't know unless you get us a screenshot.
