I've been researching and attempting to find solutions for a few days now but nothing is seeming to work.
I have downloaded java, although I'm not sure how to make sure it's all setup and running, and every time that I download Optifine it downloads to Internet Explorer instead of to Java. When I try and open with another app, java is not an option. I haven't found a solution that works for me yet.

What do you mean by this? It should download to your computer. I'm confused by your phrasing. Can you clarify at all?
Whenever I download Optifine, the jar files downloads to internet explorer instead of to java. So it doesn't download on my desktop and every I go to my downloads and try to open if it opens explorer and asks if I would like to open it, which it opens in downloads and starts the whole process over. It is downloading but not to java which is the problem I am having.

First of all, I wouldn't recommend using Explorer, but since you are using it as your browser, the way to download optifine is to go to the downloads page, (https://optifine.net/downloads), and click on the version you wish to download. Wait five seconds for the "skip ad" to appear in the top right corner of the adfly page, click it, and then download the jar.
At this point, click "save" instead of "open" when Internet Explorer asks you what to do with the file. This should then save it to your harddrive. "
I think the issue here is that the OP does not have a system Java installation, which is not uncommon these days since Minecraft ships with a built-in runtime so it can run by itself (it is sometimes referred to as not requiring Java but it still uses it).
You can however choose the runtime in the dialog box that asks you to choose a program to open it with; it is "C:\Program Files (x86)\Minecraft\runtime\jre-x64\1.8.0_51\bin\javaw.exe" (actual path may vary, I presume you have a 64 bit OS but 32 bit won't have (x86) in the path; I just copied this from somewhere else online); while this is a "special" version of the JRE missing some of the features of a full Java installation it should work.
