Hey. Ich would like to install Optifine for 1.13.2, but it only opens with MC Modinstaller which I didnt have before the download! I watched tutorials of people installing Optifine via "open with..." but I don't have the option to open it with Java in the first place. I got the newest Java version and can't uninstall MC Modinstaller either. I'm absolutely clueless.
Optifine does not need Forge, and I wouldn't recommend it either if Optifine is the only mod that you are using as Forge itself is very heavy on your system (source; even with optimization mods Forge performs worse than vanilla by itself), not to mention that it is not compatible with Forge 1.13 yet (source; sp614x has to update Optifine to work with Forge, which is certainly not possible in the time it has been out).
In order to open it with Java you can use the built-in Java runtime if you don't have a system installation, which is located in the Minecraft folder in Program Files (Program Files (x86) on a 64 bit system as the launcher itself is 32 bit); the open with dialog box will give an option to choose another program; navigate to "C:\Program Files\Minecraft\runtime\jre-x32\1.8.0_51\bin\javaw.exe" or the equivalent.

Download and install Forge for 1.13.2. Then just copy the Optifine file into the mods folder.
