I have recently downloaded and attempted to install optifine 1.13.2 after becoming interested in the boosted performance and graphics that it has to offer. However, after attempting to run optifine after it has finished downloading, I have constantly run into an issue that seems to be unfixable. Rather than the normal "optifine installer" tab popping up, opening optifine redirects me to an outdated version (1.6) Minecraft launcher. I am then prompted with a message which reads, "It looks like you've used a newer launcher than this one! If you go back to using this one, we will need to reset your configuration." The two options which I am able to click read, "Never mind, close this launcher." while the other is "I'm sure I'll reset my settings". I have selected both options, the first simply exits out of the outdated launcher, while the other option (resetting my settings) asks me to login. Nevertheless, the outdated Minecraft launcher refuses to accept both my username, email, and password for my account. I have verified and reset my password several times since then- to no avail. After hours of dabbling with Minecraft's settings and reinstalling both optifine and Minecraft I have not found any solution, nor have I narrowed down the exact problem. I exclusively play on Minecraft version 1.13.2 and have the latest update for Java. I am simply stuck on this issue, and unable to use any version of optifine for Minecraft. Any input is welcome :).
Try to right-click the OptiFine ".jar" file, then choose "Open with" > "Java(TM) Platform SE binary".
(It sounds to me like that you have associated the ".jar" file extension with the old Minecraft launcher, so simply double-clicking the ".jar" file results in that launcher opening rather than the ".jar" being opened in Java, while the latter is what you want.)

I thought this topic looked familiar. I still think you should ask here https://github.com/sp614x/optifine/issues but I'm guessing the next step to troubleshoot this technically would be to post a dxdiag log.
Lol...Yeah, I didn't want to put all of my eggs in one basket. Thank you for the help, I've posted to the forums and am now waiting for a response. This issue has yet to be resolved, input is still welcome.
Just my input but... You have tried making a optifine profile with 1.13.2 yes and had no success? Just calculating options and what I can think of besides what you have typed in the first post specifically.
Otherwise have you 'extracted' optifine by double clicking the .jar and making it an optifine mod.jar and trying that out.
Compared to that all I get from your first post at least that I'm responding towards besides optifine is mostly towards the launcher, did you always try the outdated launcher and with 1.13.2 on the outdated launcher?
From memory (besides you having already tried vanilla/standard game on it for 1.13.2 obviously and it probably working) it shouldn't be too difficult to get working for profiles even with me trying mods with it or on its own. But not sure if optifine I tried with it on the outdated launcher with mods or vanilla, but more so the new launcher when attempting, or you know... Modded reasons testing with optifine due to 1.13's mod environment and such. Anyways.
But not so sure about the outdated launcher myself and if Optifine prefers the newer launcher it wouldn't surprise me.
Well after trying with Twitch Launcher to get the old Vanilla Launcher going, compared to my older Vanilla Launcher not being used by me anymore. Optifine for 1.13.2 in a Vanilla Instance works fine, and with mods I assume works fine too with the Optifine Mod.jar compared to just installing optifine into Twitch... somehow I don't remember. But either way, as long as Optifine knows where to send itself, and you have a 1.13.2 already set up in vanilla, it should be fine once you select the profile with 1.13.2 Optifine.
One thing I can say is the E4 version though of 1.13.2. Not clue about E5 since it crashes, at least with 1.13.2 mods I guess I can say for. But not used Optifine for 1.12.2 though and I never use Optifine usually so...
I FIXED THE PROBLEM. Everone go to setting and go to VIDEO SETTINGS. Go to PERFOMANCE SETTINGS. TURN OFF SMOOTH FPS. FIXED everything i tired this with both mine, my dads, and my friends pc fixed optfine on any VERSION.
I cant find the performance setting, where can i find it?
Install OptiFine to use "Performance Settings"!

Where did you get Optifine from?
I got the optifine download from Optifine.net. I tried both optifine versions 1.12.2 and 1.13.2. Both of which have these issues.

It will not allow me open up optifine using Java Se Binary. It says that it’s not an app that I can use to open it.
