I am limited to only 16 chunks for my render distance, i tried to get optifine and it is still limited, how can I fix this? (both single player and multiplayer java edition)

Is it because i have 'too much' RAM? I have another computer next to me with less ram (24gb) ram and i copied my minecraft to it and it allows 32 chunks rendering... each profile has 4gb ram allocated to minecraft. (i dont want to use my other pc bc it has an outdated i5 cpu and a lesser gpu.) Should I take out one of my 16gb sticks? I would love to make this work with all my ram..
in my .minecraft folder, i went to options.txt and manually changed the render distance to my preferred option. not sure why this became an issue even after re-installation. but im all set now.
