Minecraft Launcher works fine, Java is updated (re-installed), not sure what's happening and I'm not computer savvy.

I'm a little confused. I haven't used multiplayer at all yet so I assume you're talking about the integrated server (?) that's used for single player. In any case, where can I find this eula.txt file?

Delete the "eula.txt" file, then start the server and close it
Open the "eula.txt" file and change "eula=false" to "eula=true" and save it.
Start the server.
By changing the setting to TRUE you are indicating your agreement to the EULA: https://account.mojang.com/documents/minecraft_eula
