I have about 160 mods and for some reason I can't get above 5 FPS. I have optifine installed with all low settings and the Better Fps mod. Please help.

Get a good discrete graphic card if you want to get much more FPS.

Put it into windowed mode and make the window tiny. It lowers the resolution. I have used it to make modded minecraft run on a chromebook with 2 operating systems running at once.
edit: you should consider getting a dedicated gpu though. Intel HD graphics is pretty much the exact opposite of HD.

The thing is many of you guys said that 16 Gb ram is too much or not necessary but when I change the RAM to 4 or even 8 there are consistent lag spikes. Would that not happen if I had a Nvidia graphics card.

Planning on getting a GTX 1050.
Definitely, I run my standard GT 750m on my Alienware 14 and I get way more FPS than the integrated Intel chipset. Also, allocate only half of your installed RAM as maximum, for 16GB the xmx would be 8GB. Finally, make sure to make nVidia your default with the nVidia Control Panel*(when you have it installed on the motherboard, etc. etc.) so that Minecraft doesn't try to use the integrated chipset.
*You know that taskbar thing that shows your system time? A little to the left is an up arrow/carot thing (^). Click that, and then look for a green nVidia logo. Right click that and select nVidia Control Panel. 'Manage 3D Settings' should be the first thing that pops up. You'll find the right setting from there.

Played a little bit more with settings and manged to get it up to around 10
JVM arguments are: -Xmx16G -XX:+UnlockExperimentalVMOptions -XX:+UseG1GC -XX:G1NewSizePercent=20 -XX:G1ReservePercent=20 -XX:MaxGCPauseMillis=50 -XX:G1HeapRegionSize=16M -Xmn128m

32 GB RAM, but a crappy Intel graphics card? Rethink your priorities. And trying to run 32 chunks render distance? #priorities
What do you mean by rethink my priorities?
More RAM does not mean more FPS. Guess which part of a computer is responsible for the FPS?
Other than lowering Render Distance is there any other way to raise up the FPS
